YARM TOWN COUNCIL

 

PARISH ASSEMBLY

 

          MEETING HELD IN YARM TOWN HALL AT

7PM ON TUESDAY  26TH APRIL 2011

 

 

Present:   Cllrs Chris Neil,  Peter McNichol. Philip Suddes, and Mrs M Simpson.      15  members of the public.

 

Cllr Neil Proposed Mrs Simpson as chairman and this was seconded by Cllr Suddes.

 

The chairman explained to members of the public that a complaint had been received by the clerk from a member of the council that not enough notice had been given for the meeting to take place.  It was explained that the notice of meeting was posted on the 19th April and that three days clear notice was necessary.   The complainant said that the easter holiday could not be counted as a clear days.  

 

 Advice received from SBC was that if members of the public were not satisfied with the notice when attending the meeting then it would have to be reconvened.  

 

The other advice was from an officer of NALC who seemed to be of the opinion that Maundy Thursday was a public day of mourning thus being unable to be counted. They felt that no other day could be counted which meant that only the 20th April qualified as a clear day.  

 

From our experience Wednesday 20th,  Maundy Thursday 21st and Saturday  23rd  could be clear days as none were public holidays or holy days.

 

All members of the public present agreed unanimously that the meeting should go ahead

5.   Reports from Committee Chairman

 

      Planning  -  In the absence of Cllr Webster the report was  

                           read by Cllr Neil

 

      Recreation   No report received from  Cllr Whyte but Cllr

                            Simpson stated that she and Cllr Neil had

                            taken on board the play equipment that                     

                            required  renewal on Snaiths Field.    The

                            council had agreed to a multipurpose piece

                            of play equipment which should be installed

                            after the May election.  

 

    Cemetery       Report read by Cllr Simpson

 

    Allotments     Report read by Cllr Suddes

 

     Finance         Report read by Cllr McNichol being a

                            member of the Finance   Sub Committee.

 

6.  To agree to post the   above reports in  the Library and on  

     the Gazette website.

 

     This was proposed by Cllr Neil and seconded by Cllr

     McNichol.   All in agreement

 

7.   To take the views of Electors on matters of interest.

8    To note the attendance of Councillors at meetings

 

      Passed to members of the public for information
